MINUTES OF SELECTMEN MEETING – April 5, 2010 5:00 PM

Selectmen Present:        Eric R. Munson, Jr., Steven DellaGiustina and Thomas Paine

Also Present: Robert Littlefield, Fire Chief
                     Attorney Jeremia Pollard
                      Robert Gery, Tolland Building Committee
                      

Minutes of the previous meeting were read and accepted.

Robert requested that the board establish a fine for burning without a permit. Also, that there is a $100 fine for residents with 911 numbers omitted.

A mileage reimbursement request was discussed and the board agreed to reimburse Robert for part of the request. A mileage reimbursement policy will be written.

Department of Public Works Superintendent, Wayne Carr will be requested to allow and help the Tolland Volunteer Fire Department with the transportation of the Tolland fire trucks when needed.

Received repair estimates on the following Tolland fire trucks:

 Tanker – RH rear sill is cracked and rusted and leaking. Unit will require grinding to clean material for welding on the exterior side cracks.

Need to access the internal section of the water tank. Due to the location of the corrosion a visual inspection to the inside of the tank will be required. Need to determine if the material inside tank is sufficient to weld to without creating additional holes.

Parts and labor for external crack and inspection    $725
 Additional time and materials will need to be quoted after the inspection.

Tank fastener cross ties are rotted and need replacement
New Material for cross ties and labor.                     $577

Oval tank lid installation.
This is to prevent tank water from pouring on the cab when driving and stopping.
New tank lid assemble installed.                               $850


 Engine 2

Drain water tank and remove access cover. Locate split in tank overflow piping and make repairs. Inspect internal supports and baffles. Clean tank bottom as required. This assuming that the internal piping is repairable. This will not be known until disassembly occurs and tank internals are inspected. Reinstall tank lid with new gaskets and refill and operate to check for leaks.

Measure while all hose beds decking is off for future replacement of steel tank with Poly tank.

 Engine 4

Remove and replace pump packings, Operate pump and adjust as required. Rebuild RH rear discharge valve and after packing replacement perform vacuum test to pump and valves.

The Board of Selectmen met with Attorney Jeremia Pollard to be sure that he is willing and available to respond if needed to the Owner’s Project Manager. Attorney will be available best by cell phone.

The Project Manager will discuss/notify the Board of Selectmen before discussing any large problems with the town attorney.

Met with Robert Gery, Chairman of the Tolland Building Committee.  Received a document from the John Verones, Owner’s Project Manager titled “PUBLIC SAFETY COMPLEX AND DPW BUILDING COMMITTEE - CHARGE OF DUTIES” this document describes the complete duties of the Tolland Building Committee.

All financing is the responsibility of the town Treasurer with the authorization of the Board of Selectmen.

Any work that can be done before the bid of the contractor is signed can be done by the Department of Public Works as long as it is within the town’s capability and within the department’s scope of work.

Once a contract is signed all wages must be paid at a prevailing wage.

Board of Selectmen set a “residential Kitchen License” fee of $50. (food Service Permit)
